Program Officer (Application form has been closed)
The Program Officer – Monitoring, Evaluation & Learning (MEL) is a vital role within the Projects Team, 37.5 hour week Monday - Friday based in the Chiang Mai office. The position is equally split between two key areas: Monitoring, Evaluation & Learning (50%) and management of a small scholarship programme (50%). The role involves supporting data-driven project management through the development of MEL systems and practices, as well as overseeing the administration, mentoring, and support of scholarship students.
Key Responsibilities:
Monitoring, Evaluation & Learning (50%)
• Develop and maintain MEL frameworks, tools, and systems to support ongoing projects.
• Coordinate with Project Coordinators to ensure timely, accurate, and consistent project data collection.
• Support the implementation of MEL plans and data quality assurance processes.
• Schedule and facilitate monthly and quarterly check-in calls with project partners and/or beneficiaries.
• Compile, analyse, and interpret project data to support programme learning and reporting.
Scholarship Programme Management (50%)
• Oversee and manage the full lifecycle of the scholarship portfolio for English-speaking students.
• Coordinate all phases of the scholarship process, including selection, onboarding, and ongoing follow-up.
• Serve as the primary point of contact for scholarship students, ensuring regular and supportive communication.
• Provide coaching and guidance throughout their studies, including academic monitoring, emotional support, and personal development.
• Develop programme documentation such as proposals, budgets, MOUs, and regular narrative and financial reports.
Language Requirements:
- Fluent in spoken and written English
- Spoken and written Thai is given priority
