Summary

Founded in 1991, the Inter Mountain Peoples’ Education and Culture in Thailand organisation (IMPECT) is a Thai-NGO run by and for the indigenous, rural and poor communities of northern Thailand.

Baan Pha Lai is one of the rural, indigenous communities that IMPECT supports. The preschool in Baan Pha Lai has now been running for two years, and educates preschool aged students from five different ethnic groups and from three of the surrounding villages.

Unfortunately, many of the operating costs have had little or irregular support. This project keeps the preschool running and the teachers on staff, by covering the overhead costs, staff salaries and food costs for more than 50 students in need of assistance.

Background

IMPECT works to promote participation and ownership of development activities in many communities resided in by people from 13 different ethnic groups in northern Thailand. Their four areas of action include Cultural Revival and Alternative Education, Promotion of the Environment and Natural Resource Management, Enhancement of Indigenous Peoples’ Movements and Networks and Indigenous Peoples’ Rights.

The Baan Pha Lai Community School is one of the communities and projects that IMPECT supports. The need for a local preschool was identified in Baan Pha Lai, as the nearest preschool was 30 km away and the families could not afford the transportation costs for their children. Without preschool education, the children from the Baan Pha Lai community would be behind their peers and have difficulty transitioning into primary education.

Unfortunately, many of the operating costs have had little or irregular support. Four of the five teachers had not received a salary, they no longer have an assistant to clean and cook for the students, they have been unable to cover all their bills and the provincial government will not cover the food costs of students under the age of four. Then we stepped in.

Our partnership with IMPECT and support for the Baan Pha Lai Community School provides the much-needed support so the teachers, staff and students can have a stable and effective learning environment. With our financial backing, IMPECT will also conduct advocacy activities with the local provincial authorities to work towards getting full financial support from the government. This will allow the Baan Pha Lai Community School to operate sustainably and independently in the future.

Goals and Results

The goal of this project is to:
– Support the operation costs of the school
– Provide the funds to pay for school meals for students below the age of four
– Support IMPECT’s advocacy activities so the Baan Pha Lai Community School can get the appropriate government funding in the future

Ban Pha Lai is a village in Chiang Dao District with a population of approximately 750 people from Akha, Lisu and Karen ethnic groups living in 150 households.

We've been supporting their preschool and when COVID hit, the school was closed, and the villagers could not go to work. They asked us to help their most vulnerable.

Intermittently for 18 months, we provided essential food supplies to villagers who were in need, such as people who are quarantined, elderly and sick people. In the most difficult time when the village was in full lockdown, we supported 50 families, around 250 people.

We supplemented their diet - relieving their meagre budgets and helping them to get the basic needs to survive.

Using the funds from our General Donation Pool we supported with basic foodstuffs such as rice, eggs and cooking oil for the initial number of 10 people for one month. That number grew to 13 but the villagers clubbed together to find food for the additional 3 and collected vegetables to add to the basic food supplies for all.

We donated foodstuff for a month to ensure there was enough to cover the 2 weeks after leaving quarantine to look for work.

A small case in point is the closure of schools here in Thailand forcing students online. When you already struggle to pay the small amounts needed to cover your kid's education, what are your chances of affording smartphones, laptops and a good internet connection? And for students, if your parents never completed formal education, how are they to help you?

For Ban Pha Lai village community this resulted in all of the children failing their school year so Kru Oil, a former teacher at the community school, set up evening classes on her own but quickly found herself swamped by the number of students joining.

19.000 THB (500 Euro) paid for the stipend for 3 teachers for 3,5 months to teach 3 grades of 48 children EVERY NIGHT for 2 hours.

Not letting this generation fall further behind, ensuring that they have equal opportunities, is a huge impact for very little money.
